any router is capable you just have to have the settings accurate

If you have a multimode router, then you would be able to do this.
If you don't have a wireless router, that means you can only get connected to the internet using wire / LAN cable.
It's purely depends on your router. Some more expensive routers allow to do such stuff. While cheaper counterparts are not capable of such things.
Multicasting can be done on a hub but a hub does not need it always. Configuring a router or switch to use multicasting requires that the router or switch be IGMP capable.
The router doesn't really care so long as the NIC is capable of performing it's job properly.

Not all routers support logging of surfing history, only more expensive models do. You need to make sure that your router is capable of what you want. If it's not you have to live with what you have, or get a router which will satisfy your security requirements.
