Although extremely uncommon, a civilian police officer is an average Joe who can "arrest" someone. For example: Someone is robbing a store and a bystander decides to subdue him/her and tell them that they are making a civilians' arrest, and will keep them there until law enforcement arrives.

Secretaries, CSI Investigators are sometimes civillian depending on the department. If the department is big enough it may have its own morgue in which case it will have a mortician as well. Dispatchers is another, very important, civillian position within a police department.

Generally there is also a board which is composed of civillians which is in control of the budget, how it's used, when officers are added to the force, and what equipment is used force-wide.
