Although extremely uncommon, a civilian police officer is an average Joe who can "arrest" someone. For example: Someone is robbing a store and a bystander decides to subdue him/her and tell them that they are making a civilians' arrest, and will keep them there until law enforcement arrives.

∙ 11y agoSecretaries, CSI Investigators are sometimes civillian depending on the department. If the department is big enough it may have its own morgue in which case it will have a mortician as well. Dispatchers is another, very important, civillian position within a police department.
Generally there is also a board which is composed of civillians which is in control of the budget, how it's used, when officers are added to the force, and what equipment is used force-wide.
