It is an absolute ruler- they generally have an authoritarian stance on leadership, and will bypass all offices and systems to push through the legislation they wish to.

History has shown us many dictators like Adolf Hitler, Saddam Hussein, Yosif Stalin. All these dictators had no competing leaders which is the very defining characteristic of a dictator. A dictator has to be firm, fearsome and ruthless. Ironically, dictators have occasionally benefited the countries they have led, such as Oliver Cromwell who took over the English parliament not because he wanted to but because the members were both incompetent and corrupt and someone had to do something. By controlling all manner of country affairs, dictators can enact legislation significantly quicker, and contribute to a country's self sufficiency.

One of the most infamous dictators was Adolf Hitler- he used immoral and unlawful means to create a totalitarian state. The SA and the SS were both deployed to enforce obedience of the masses, and to suppress opposition. With the help of his Propaganda minister Josef Goebbels, he controlled the media, and printed pro-Nazi ideologies.
