Plug a scanner into the ALDL port, then turn the ignition to "ON". The radiator fan should come on. If it does the relay is working. If the fan does not come on it doesn't mean the relay is necessarily bad. That could mean the relay is bad, or the fuse is blown, or the fan itself has failed.

Yes, there is a fuse in the fuse box, but it goes to the transmission inhibitor switch which provides ground to the inhibitor relay through the theft warning relay(if equipped). There is also a fusible link which provides power to the ignition switch. If the dash indicator lights come on then the link is probably alright.
