Vertebral end plates are the top and bottom portions of the vertebral bodies that interface with the vertebral discs. The space between is filled with a cushion called a disk. In this case the pressure placed on the two bodies have caused the disc to be squeezed out (bulge).

If you look at a picture or diagram of the area of the spinal column you are talking about,

you can see the vertebrae and disks in between them.

There is a spinal cord that runs through a large space in each vertebrae. Sort of like your finger in a number of very large rings. The spinal nerves come off the cord in the spaces in between the vertebrae.

But to make things a little more confusing, they must run out though a small opening as well. This small opening is called a foramen.

In your case the foramen is narrow (stenosis) and this will pinch that nerve. The "boney" description means a type of Arthritis. Depending on where this is occurring, you will have pain from that pinched nerve.

I had one at my sciatic nerves (both) sides of the back, down my legs. I could not "lift my toes" and had to have the foramen opened up. No more pain and legs and feet work fine 10 years after surgery.
