Tornado warnings are for an area, usually by county or parish. If a home resides within a county or parish in which a tornado warning has been issued, than the home is at risk and the head of household should see fit to warn the inhabitants of that home. Heading to the lowest place in the house is best, and at that one should station themselves under a header, sturdy beam, or under a strong table if necessary (in case of falling debris, or collapse)

Yes.

One system is based on spiking electrical signals in the ground before a quake which are monitored by several private companies and radio amateurs in the California area now. Another system is the heating of the fault zone before a quake which sometimes causes ground water vapor formation in the form of a cloud that stretches out like a smoke trail from the hot point on a fault and can sometimes be seen on a satellite before a quake (several amateurs on websites monitor these from weather satellite photos).

None of those work EVERY time but depending on circumstances can give warnings for SOME quakes.

For example the amateur radio group correctly saw electric warnings of quakes in LA 2 days in advance several times. some middleeastern quakes have been proceeded by earthquake clouds which were noticable on weather satellites.

In addition most large quakes are more likely to happen when the moon is high or low in its position compared to the earth's equator. (That's different than just being high or low in the sky or in a certain phase.) That just increases the probability however and is not a sure sign.

The Japanaese government monitor earthquakes and send an instant cell phone alarm to anyone in a large area that will feel that quake so they have some small seconds to take cover before they feel the shaking waves. It owrks best if the quake is very large and far away so the alarm reaches you longer before the waves have a chance to travel to you through the earth.

One easy system similar to the Japanese phone system relies on another way of getting a few seconds warning. It is the most practical low cost warning system I have found called the "Earthquake Alarm" and is about the size of a smoke alarm which hangs on your wall and can feel the much more subtle P wave which travel faster than the more shaking S wave and thus - like seeing lighting several seconds before distant thunder- can give you several seconds before a large quake may shake you.

I personally have had the earthquake alarm give me 40 seconds warning before the shaking from a the Mexican border quakes hit my home in Los Angeles so I KNOW this works if the quake is large and if it starts several miles away from you. It should work well for any earthquake on the San Andreas if you live in Los Angeles.

It makes a huge difference to have 30 seconds warning before you feel the shaking so you have time to get out of bed and stand outside or somewhere safer than bed.

Yes. The precursor to a tornado can be detected by doppler radar. This tool cannot predict with certainty that a tornado will occur, but it can show if a storm is the potential to produce a tornado.

To some degree. The United States in particular has a state-of-the-art advance warning system. Dopper Radar can detect tornadoes and storms capable of producing them. This, combined with eyewitness reports, is used to send out warnings, which are broadcast through TV, radio, the internet, and even smartphone apps. Some communities in tornado prone areas sound sirens in the event of a tornado warning.
