when we do a project for example we creating a road, we must notice which is the ground level measurement, consistency of the road is slightly accurate.. because when its about to do some adjustment on the road we must re-fixed and recreated a new calculation of measurement basically the old measurement as the references (baseline) so that we could easily precise in our work.
