Well "normalcy" has become accepted, 90 years after Warren Harding - while still a Senator - was ridiculed for using it instead of "normality." Most US dictionaries now consider it as acceptable usage; in general, it is not so regarded in Britain. However, while I wasn't around when Harding became notorious for saying "normalcy," it still grates on me. I'd much rather see and hear "normality."
There are many other grammatical errors which disturb me more, though. An increasingly common one is using "'s" erroneously, as for a plural. That's never OK. It's either a contraction for "it is," as here, or a possessive, as in " This must be my dog's collar."

It is a legitimate word. If it did not exist before the Return to Normalcy, it was added to the English language afterward. Today, the word "normality" would probably be used instead. New words are created as needed, and old words become archaic.
