The covenant was made between God and all of the Israelites including Moses (Exodus 34:27), not with Moses alone.
The covenant was that the Israelites would obey God and keep the Torah. The Torah itself is the covenant. And God, for His part, would treasure the Israelites (Deuteronomy 26:16-19).
