A normal pulse rate for an adult (text book definition) ranges between 60-99 beats/minute, however there are some exceptions. For example, it is not abnormal for extremely fit athletes to run lower than 60 beats/minute because their hearts are cardio conditioned and don't need as many "pumps" to get the same amount of blood to the body.

That depends on the reason. If it's for weight loss, then the ideal heart rate would be 60-80% of maximum heart rate. If it's for weight maintenance, then it would be around 90% of maximum heart rate, but for a shorter period of time than weight loss heart rate maintenance. Maximum heart rate is generally derived from 180-(person's age). In this case, the maximum heart rate is 138. That means that 60% is 83 beats per minute, 80% is about 110 beats per minute, and 90% is about 124 beats per minute. These numbers are approximate, but they should make a good guideline.
