The supremacy of civilian authority is what separate democratic governance apart from juntas and military administrations. Under this concept the military is placed under civilian and or political party control.
Because civilian authority, in a democracy, comes from the people voting. While military authority is not an electoral category. The military is not made up of people the citizens vote on. Voting makes one more superior to the other.
Because in the United States, that is how the Constitution is written. The Congress declares war (if requested by the President) and then decides on the defense budget. The Joint Chiefs report to the Sect of Defense, who reports to the President.
