Since the great browser wars of the '90s and into the turn of the century are all but over, the answer to this question is now extremely subjective. For the most part, all browsers behave the same in rendering. The time for web developers to write defensive code to "trap" which browser they were dealing with and "phrase" their code appropriately, couched in conditional expressions and/or "holes" in browser behavior, is all over (except the shouting!;)
Since a website's pages look the same (or sufficiently similar) on all browsers, the real question is, "Which Browser is the most aesthetically pleasing, easy to use, and comfortable for me?"
Most people only have one browser on their system, so these issues are important, but only they themselves can address the issues!;)
Those of us who have more than one browser for development and/or test purposes may well have a "Best Web Browser" that suits our subjective selves, but frequently there are 2 or three because certain operational "characteristics" in the browser are better suited to us, again subjectively.
One example may prove enlightening. For quite some time a large user segment has flocked to the Mozilla banner, using either Netscape or Firefox thinking it "Best" for various and sundry reasons. But when it comes time to get updates from Microsoft or access some Microsoft sites, Bill Gates and company have done their best to make these sites completely unfriendly to any browser but internet Explorer. In truth, you cannot get any updates from Microsoft on any other browser!8-O So, this group of Mozilla fans must have 2 browsers: one for daily use (Mozilla) and one for Microsoft business (Internet Explorer).
But I'm sure that, after some time has passed, even these little petty rivalries with their vindictive practices will lose steam.

Browsers truly depend on what we have, what we want to do, and our personal preferences. Some browsers like Chrome have different browsers for professionals. Some good browsers for Windows 7 64-bit are:
Opera 11.65 for dial up connection and only surfing the net.
Firefox 13 beta for dial up or high speed net. Use it for surfing, downloading, and to watch videos.
Chrome 18 could be used, but it crashes and is slow with dial up.
Safari 5, but it has no good site advisor and no auto cookie delete like Opera, Firefox, and chrome; cookies have to be deleted manually.
Firefox 4 and Google chrome 11 are best. They have good security are stable and they are fast. Firefox has better add ons to customize its performance and you are able to customize it to your liking. Chrome is faster but with some tweaking firefox can be just as fast.Chrome has add ons but not as many as firefox. Try them both out and see which one is better for you. If you hear about chrome taking personal information from you that is wrong. People like that don't even read the privacy policys. Both give good privacy too.
