Currently that would be Eris, largest of our dwarf planets. There may be colder dwarfs in other star systems--but we have not yet detected them. There may also be colder dwarfs in our own solar system--Eris is simply the most recent find.
Eris, being furthest from the sun, is probably the coldest dwarf planet. It is certainly colder there than on Ceres or Pluto/Charon, three of our solar system's other dwarf planets.
Dwarf worlds are too small for us to reliably detect around other stars, so there is no way we can know whether Eris is the coldest dwarf planet in our galaxy, much less in the entire universe at large. There may well be dwarf planets beyond Eris in our own solar system, colder yet than it.
