You're probably going to get a lot of mixed answers to that. One of the Problems Nintendo has been having is how 3rd party companies aren't taking the technology seriously. Nintendo has become largely stereotyped as a maker of consoles for children largely due to the cultural differences that exist in Japan. Nearly all of the 3rd party companies that make games for Nintendo systems pump out some really awful titles, so if you get a 3DS you're probably going to be sticking to some well known brands. With that said, there are bound to be exceptional games that come out of the blue (e.g. scribblenauts) that you'll want to play. The console itself is a brilliant piece of work, everything works as advertised, but the online integration still hasn't quite been perfected as a service. If you overlook the small kinks and things that might bug you (like the terrible 3D news show), you'll find the 3DS is very satisfying, and will deliver a plane ride home, especially with loads of Nintendo sequels coming out.

It has great quality when your playing 3DS games. When you play 3DS games, it really is 3D (but not as 3D as in the 3D cinema, but it is still 3D and it is still very cool!). The 3DS can play the old DS games, too. When it plays DS games, it's a bit blurry, but it's not that bad! Very slightly.
It is not exactly "dangerous", it's just that for children under six, the 3D effects can damage eyesight. If you play too much without resting, it could hurt them. You see, the 3DS has 3D technology without needing glasses. That means you have to concentrate your eyes more on a little spot. If you do that for a long time you can get dizzy and in the end it could actually hurt your eyes. I suggest you play with 3D for a maximum of 15 minutes and then turn off the 3D for another 15 minutes.
Don't be scared of buying it, I bought it and last time I had my checkup I had 10/10 vision. So it's fine for people over 6 years old.
Alternatively, you can always block the display of 3D images in Parental Controls or buy a Nintendo 2DS instead.
Actually I just picked one up today and I can proudly say that no it is not. It is by far the very best handheld I have ever played. I'm upgrading from a DS Lite I bought years ago. The 3d effect works fantasticly. The only problem is the 4 hour battery life. But that can be fixed with a new battery pack by nyko.
