Full electric vehicles; Battery Electric Vehicles (BEV's), such as Golf carts, GM's EV1, Toyota's RAV4-EV, Chevrolet's Volt, Myers Motor's, and Tesla, do not have a back up power supply. They function solely on battery charge. Some use regenerative braking which recovers the vehicle's froward motion and uses it to recharge the batteries.
Plug in Hybrids Electric Vehicles (PHEV's) such as new Toyota Pius and the Chevrolet Volt (if purchased with the optional gasoline motor) have a gasoline engine to recharge the batteries when they drop below a certain voltage. The plug in part, allows the car to go further with out the use of the gasoline engine, thus saving more gas. They also use regenerative braking in order to further cut fuel consumption.
The cars that give the best gas mileage are smaller cars, electric cars and hybrid cars. Some of these car brands include: Scion iQ EV, Ford Fusion Energi Plug-in Hybrid, Toyota Prius Plug-in Hybrid and Toyota Prius v.
Certain hybrid cars that are electric have the option of a plug in charger. Others simply use excess electricity generated by the combustion engine to charge the battery itself.

There is no need to plug in a hybrid vehicle. The hybrid engine will recharge the batteries as needed by using the gas engine. Some newer hybrid cars even use breaking to recharge the batteries.
In certain driving modes, hybrid electric gas cars offer you no better fuel efficiency than standard cars. In city driving you can expect anywhere from 15% to over 70% improvement in gasoline consumption depending on the hybrid technology.

As of right now, there are not that many Volvo hybrids to choose from. This link will show you the one that is available now:http://www.hybridcars.com/vehicle/volvo-v70-plug-hybrid.html, and in the near future, Volvo has teamed up with Siemens to create an electric car!
Electric plug-in vehicles are similar to conventional hybrid cars. Both cars use a gasoline engine and an electric engine. Plug-in vehicles have larger batteries and can be recharged using common household electricity. They are driven in an all electric mode during local travel as much as 40 miles without any gas. Once the battery is depleted, the small gasoline engine is used to recharge the batteries as the car moves until plugged up again.
Back in 2014 when I test drove the BMW i8, the vehicle cost $125,000.
