Currently, during patch 4.1, the best gear for PvE gameplay can be found in hardmode raids. Once patch 4.2 hits, the best PvE gear will be found in the new Firelands hard mode raids.
For PvP, the best gear is always available with a certain Arena- or Rated Battleground Rating, purchased with Conquest Points.
Do note that although gear can be "the best", meaning the highest stats, you will need to determine which stats on that gear best match your class and playstyle. Otherwise, you might invest in gear whose stats give less - or no - benefit to you.
There is a lot of gear that an 80 mage could get. One of the best places to start is doing heroic instances both for the gear that drops and for the badges. Save up your badges to buy the tier gear that is available in Dalaran. First the triumph gear (tier 9) and then when do enough heroics and raids, get the tier 10 gear.
Of course, if you are PVP oriented, then start doing a ton of battlegrounds and saving your honor for the gear. When you have enough, then buy it.
Do not forget to enchant and socket your gear too. This will help tons.
Tier 6 is best for dungeons and such.
But there is plenty of arena gear better for PvP.
To get...pretty good gear i suggest getting rep up with someone who sells gear on rep.
There two "best" armor types in Shivering Isles. Perfect Amber is the best light armor, Perfect Madness is the best set of heavy armor.
You don't get dragonslayer "exp" you do get DragonSlayer armor skills and lvl ups (armor wise) to do this go to Galonth and do his quests after you have his class set as your main class

It really depends on your build (Not going into that sorry) But the locations:Alnaphar>Quest for the reign set/shadow set, click rainbow for golden set, the next is thunder mountain quest (asgardian), and the final is bridge to the sky (fujin) (sorry if i spell anything wrong, they are hard to remember). ***warning***: Never by the lesser versions, buy the armors at end of the quest, it's worth the money. Also a tip if your a guardian and need to get the money and lvl for it>Become a lvl 10 knight, get light orb and a light weapon>Do lvl 10 knight quest, i suggest with a lvl 10 necro, spam them with UM.
In regular Oblivion, the best Light Armour is Glass, and the best Heavy Armour is Daedric. If you have Shivering Isles installed, Light gains Amber Armour and Heavy gains Madness Armour, both better than Glass and Daedric respectively.

Armadyl set actually it is 3rd age ranger set but its extremely expensive so you would be better off with and armadyl set

Well for f2p the best range armor is green d'hide and if u got about 1M u can get gold-trimmed set (for p2p the best is morigan's leather) As for melee : f2p-full rune (or gold-trimmed rune) ; p2p-dragon Edit: f2p corrupt dragon is better than rune. trimmed armor is the same as non-trimmed armor in terms of stats. Trova is the best melee armor for members.
