Count Olaf is tall and has one eyebrow that is menacing to anyone who catches it in their sights. He also has a tatoo of an eye on his right ankle.

It's actually a 13 book series by Lemony Snicket. The series is based around the Baudelaire orphans, Violet (14), Klaus (12), and Sunny (unidentified). Their parents are killed in a fire that destroys their entire home, and they must go and live with a relative of theirs named Count Olaf. he treats the children terribly and tries to kill them on numerous occasions to get the large amount of money that the Baudelaire parents left behind. the series continues with them going to live with numerous guardians and all of the misfortunes that befall them. the books are very humorous and full of dry humor.
"The Bad Beginning" is basically about the three orphans, Violet, Klaus and Sunny Baudelaire, who were orphaned because of a fire in their house that killed (supposedly) both of their parents. Their nearest "relative" is a certain Count Olaf, a fan of anagrams - the villain you meet in every book after the first one! - who treats them like slaves. They try to escape various times, but are caught, and punished for it. Finally, they escape, but so does Count Olaf when confronted by the police, and they're free. For a while...
The Baudelaire parents die with their house in a fire, and a so called distant cousin Count Olaf is now their supervisor. He tries to be their legal guardian so he can have their fortune that they inherited from their parents, but he can't have it unless he 'marries' Violet. He stages a play where he marries Violet and so he would actually be married to her, because his next door neighbour is actually a court judge, so it would all work out except Violet signs the marriage sheet with her left hand, so they're not actually married. The rest of the books is just about Count Olaf trying to get their fortune as they stay with various different guardians, and finally, Count Olaf dies and Violet, Klaus and Sunny sort of live happily ever after.
I have read all the books and they are excellent, and I am pretty sure the ninth book in A Series of Unfortunate Events is The Carnivorous Carnival.
