Definitely Aberdeen in Scotland and Montreal in Canada.

I agreer with Aberdeen being up there, but Cape Town, South Africa is by far windier than both cities, with gale force winds of up to 130km/h causing wide scale damage. The wind is known as the Cape Doctor and the Cape Peninsula is known by the name of "Cape of Storms" and is home to thousands of shipwrecks throughout history.

Yakutsk in Siberia has a good claim; January has "highs" of -40oC. Obviously, on any one day, other cities might be colder.
