The term of "popular sovereignty" was the basis of the 1854 Kansas-Nebraska Act. This bill which became law, gave the people in a US territory to vote on the slavery issues, before gaining statehood. The idea of Senator Douglas was to let the people decide on the slavery issue. In its time, it sounded like a good policy.
