Each "tweet" is just 140 characters long, however if you "follow" a person you are able to keep updated on their everyday life, quotes, opinions, etc, even if you have no connection whatsoever with them which is exactly the same as a blog.
A blog is just an online diary, and the main difference between having a blogsite and a Twitter account is that in a blog you are able to write more expanded entries, whereas with Twitter everything is far more condensed. Both are used to express yourself and to learn about others thoughts.
