Accuracy means being accurate, or precise, with your language. It is important to be accurate because this enables other people to understand more precisely what you are trying to convey.

Fluency means being able to use language easily, in an effortless way, although not necessarily always with complete accuracy.

Ideally, fluency will incorporate accuracy.
