To make a long answer short, students who receive special education services are entitled to more help with their studies. This can mean extended time for testing, help reading materials, shortened assignments, and so on.

Students must qualify for special education before they can get these special services, however. There are several categories a student can qualify in and the qualifications are quite similar across the United States, but they are set by the individual states, so they are not identical.

Special Education is different than mainstream education in that the classes are smaller and instructional techniques are modified as are instructional materials. Often times, there is an instructional aide in the classroom to provide support for both the teacher and the students. When the size of the class is 8 or less students, the opportunities for individualized instruction, reteaching and clarification increase dramatically. This model allows the students to acquire academic skills they couldn't acquire in a mainstream setting. For the most part, Special Education classrooms use the same textbooks as the mainstream classrooms, and the students are expected to meet the same academic standards as mainstream students.

Special Education also needs more time to learn, they need a lot help in orde to finish something. Whereas mainstream students, they can access to things easily. They can learn easy.

In the k-12 educational setting, Federal and State special education laws specifically spell out the qualifying conditions and services that schools must provide to qualifying students.

In colleges, Section 504 of the Rehabilitation Act of 1974 simply requires a school to provide reasonable accommodations for students with disabilities. For example, a deaf student might require an interpreter that listens to a professor and then signs to the deaf student. A blind student might require the college to provide all reading materials in braille. A student in a wheelchair requires the college to provide wheelchair access to wherever the class is being held.

So special needs education typically refers to adult education and is any modification or accommodation that a disabled student needs in order to have the same opportunities as non-disabled students.

Special education is different from regular education in term of the type of teacher to deliver instruction, the methodology use in teaching, the teaching learning material (TLM'S) and what the teacher is to teach. For example the moderate mentally retarded could be taught only to help him or her self.
