Hats and caps are different. Hat has a brim that goes all the way round and a cap only has a brim at the front or back depending on how you like to wear them!.

The preference of the person wearing it is really the only difference. There is no difference in size. Some are the pull tab, adjustable type. Others are fitted. A size 7 1/2 cap with a flat bill is exactly the same as a size 7 1/2 with a bent/rolled bill, at least from the same manufacturers.

The flat bill style was affected by rap/gangsta personalities. Those who wear their Baseball caps in this fashion are attempting to emulate those who began it. It has no other practical purpose than fashion or perhaps to keep the sun off your head.

The bent bill or rolled bill style is as old as the baseball cap. Rolling the bill has the practical purpose of keeping the sun from your eyes at obtuse angles while you play baseball, or perhaps now Golf or other athletic activity for which you might wear a baseball cap.
