Sudan today has been split in two republics: North Sudan and South Sudan. South Sudan officially is a democracy, but effectively is ruled by President Kiir after a bloody civil and tribal war that left the country on the brink of being a 'failed State'. North Sudan also claims to be a democracy, but its President Omar al-Bashir rules as a dictator over a one party-State.
Now Sudan has split up so north of Sudan is rules by Arabs and south of Sudan is ruled by Africans.
Sudan has a federal government. One may also refer to this government as a presidential and democratic government. Prior to this, the Republic of Sudan had a Military government.
