Things are put in groups for a few reasons but mostly for organization. Humans have an easier time dealing with groups and then the contents within those group more easily compared to simply having one large group with all of the contents. Things are also put into groups because it's psychologically easier for the human brain to sort by groups rather than by each individual content.

Why group 7 elements get more reactive as you go down the group from fluorine to iodine?

There can not be any reason, because the premise is not true: Group 7 elements become less rather than more reactive from fluorine to iodine.

The planning and arranging of the elements and principles?

A chemist called Dmitri Mendeleev created the best way of arranging all the chemical elements- the modern periodic table. He arranged the elements based on their groups, e.g group 1 = alkali metals etc. Protons and nuclei hadn't been observed in his day, so any estimations and predicted elements needed to be clarified in the future. Mendeleev's predictions were accurate- hence his legendary table still exists today. I just hope I've spelt his name correctly!

How did Mendeleev and Moseley use the chemical and physical properties of elements to assist in arranging the elements into the periodic table?

Moseley arranged elements according to atomic number.Mendeleev arranged elements according to atomic mass.

What do you by the family of an element?

On the periodic table, the elements fall into groups (the vertical columns) which are often called families. The reason is that elements in a group are chemically similar to each other.
