It may vary in areas but there's a % that you can only use, of course getting stopped on it can also very but they actually test it when you get pulled over! You can call your local police non emergency numbers and ask the exact specifications, but this doesn't promise you aren't going to get stopped, and just like in every job no one likes to waste time, so they may ticket you on something anyway. People don't always realize it but the laws of the road are written so that no matter what you're doing you are always breaking some law! At least this is what the police friends I've had shared with me.
