It's mainly the task of the parents to decide
whether their kids are sufficiently responsible.
If sth happens it'll also depend on the opinion of the local judge.
The parents could and should ask a neighbor to keep an eye on their kids.

There is no legal age limit for leaving a child on their own, but it is an offence to leave a child alone if it places them at risk

Under current UK law, a child can leave home with their parent/guardians' consent at the age of 16+ (the child does not need consent if they are leaving an abusive situation). Once the child has turned 18, they are considered an adult and can then move out at any time.

14. though if there is another with them then the parent/guardian must make sure there is a person 16 or over. For example:

Tom is 14.

Hope is 8.

Mum and Hope go out, Tom can be left alone.

Mum needs to go out without taking Hope while Tom is there, a babysitter aged at least 6 must be there to take care of Hope.
