Flagged questions are questions across the site with answers that have been flagged for improvement by various users for a variety of reasons. They could be flagged by supervisors, users who read the answers, the asker of the question, or a user browsing the Q&A. The Q&A may be flagged as inappropriate material, inflammatory, needing more information, needing spelling or grammar clean up, repetitive or poorly structured, or doesn't address the question at all. There is also an area in the flag for a user to mark their own comments for placing the flag on the Q&A.
It means that your answer needs improvement.
Reasons that it could have been flagged are:
It needs spelling and grammar cleanup
It needs more detail
It is repetitive or poorly structured
It is inflammatory , offensive, or contains bad language
Or it contains phone number or an address.
How you can avoid having your questions be flagged is that you:
Give good spelling and grammar
Give detail, but not to much!
Give a strongly structured answer
Keep you language kind and considerate.
Do not give out phone numbers or addresses.
It means to remove an edit flag... for example, if a URL is included in the answer field, a 'bot' automatically flags the answer for improvement. Dingobot, UnflaggingStrength, and Topicana are just three of the 'bots'.
When an answer is flagged, it means that the answer needs to be improved, needs more information, has poor information, contains forbidden words, etc.
To let others know about the content
The number of flagged questions is constantly changing. As of July 21, 2017, there are approximately 129,991 flagged questions and answers on WikiAnswers.
At any given time, Uncategorized will most likely have the most flagged questions due to the sheer volume of questions in that category.
WikiAnswers does have what we call flagged questions. You can flag a question by clicking on the red "Report Abuse". Then select the category you want(Ex: inappropriate) and then click OK. These questions are then soon fixed by supervisors and other people and then fix and delete the flag. The link below has a list of all the flagged questions.

All the questions that have been flagged are usually the ones that need to be improved, questions that do not make sense should also be attempted to be improved upon.
Flagged questions are ones that we need to improve. So, if you see something that is flagged and you want to work on it, check and see what it was flagged for, and then fix whatever it is. If you don't know, then run through the major things... check the spelling, check to see if it was copied and pasted from another site, check to make sure it isn't just spam or vandalism, or just a wrong answer.
One of the easiest ways to find vandals on WikiAnswers is to browse through the Flagged Questions (found in the blue toolbar on the left). If you filter for 'Inflammatory/bad language', many of those questions contain vandalism.
The meaning of WikiAnswers is so people can ask questions and others can answer them. I think that more people are asking questions (which is fine) but not many people are willing to answer them.

You, yourself as a user don't exactly get flagged on WikiAnswers. You can have your account reported by a user, though, if they click on the "Report abuse" link on your profile, your message board or even your contributions. However, your answers can get flagged by other users or by the bots on this site if they detect gibberish, websites, profanity, long answer changed, etc. Other users can flag your answers (or questions) if they feel something is missing or needs changing.
