The medical term for the sternum is just that, the sternum! In layperson terms it is often called the breastbone.

The sternum is split up into 3 parts, the manubrium (top part), body (middle part) and xiphoid process (bottom part).

The bony dip at the bottom of your neck represents the beginning of the sternum and is called the jugular notch.

Moving the fingers down, you will feel another raised part of the bone, this is called the Angle of Louis.

Depends what you mean be 'below'.

Inside the chest, just behind the sternum is "retrosternal"

Just lower than the sternum at the bottom of the breastbone is "epigastric"

Endosternal (endo = within + stern = breastbone + al = pertaining to) is an adjective that needs a noun. One example would be the endosternal suspensor muscles.

Endosternum (noun form) applies to part of the exoskeleton of bees and other insects. One pair of the bee's wings is named the endosternal wing.

The lower end of the sternum is the xiphoid process, so you might call it "subxiphoid," but I've never heard that term.
