The Metal Coat is used for giving to your Pokemon (such as either Onyx or Scyther) and trading it (it would probably be best to trade with a friend though); because as you probably already know some Pokemon evolve by trading or giving them items then trading them.

Also, for Pokemon Emerald, I think you get it from Blue, on the island where the Fire Gym used to be. For Platinum, you might also be able to get it as a reward for BP at the Battle Frontier. I'm not sure about that though.
