The middle CH3 should be CH2 which would give CH3CH2OH and this compound is named "Ethanol."

You probably mean CH3CH2COOH, this is propanoic acid. CH3CH2OOH would be a very unstable molecule where the carbon closest to the oxygen would be tetravalent and both oxygens would have two bonds (they would prefer a double bond with carbon, which is why CH3CH2COOH is so much more stable)
