It is disputed, but the main claimants are Harvard University, the University of Pennsylvania and the College of William and Mary. The College of William and Mary was the first US university to have a royal charter.

The oldest STATE university is the University of Georgia incorporated in 1785. When the University of Georgia was incorporated by an act of the General Assembly on January 27, 1785, Georgia became the first state to charter a state-supported university.

So I guess, the University of North Carolina would actually be second...

The University of North Carolina at Chapel Hill is the first STATE university to open its doors (1795), chartered in 1789 under the Constitution of 1776.
