William Ellsworth "Dummy" Hoy was a deaf professional Baseball player in the late 1800's. He couldn't hear the calls for balls and strikes, so he arranged with the umpires for them to have signals. That way he knew the count. See a website called dummyhoy.com.

William E. (Dummy) Hoy started the hand signals to have an equal playing field with hearing players because he was deaf. In 1888 old newspaper clippings, Hoy was credited for inventing hand signals.
