People of Kinshasa have a limited knowledge of french and french is not their mother tongue. This aside, yes there more people that can speak french in Kinshasa but french is not their everyday language.
If you mean just the city/official city limits, the answer is Birmingham, which has around a million residents. If you mean greater/metropolitan area (which officially include…s several different places in one metropolitan spawl) it's probably Manchester.
