Not in any genetic or biological sense. Just because a person's parent(s) is deviant, does not mean that the child definitely will be. However, since people learn about norms and gain most of their values from the people who raise them, it is likely that certain deviant behaviour may be transferred from parent to child simply because that is what they have known growing up, or because they are copying their parents. (This is a sociological answer)
The sociological environment including both human interaction and physical environments are important to studying crime because many of the facets of these can be a predictor of future crime and can be used to find the cause of some types of crime. For instance looking at the sociological picture of a low income neighborhood we find that these areas commonly have a disproportionately higher criminal activity than higher income neighborhoods. The causes could include less income, higher chance of single parent households, drug use, etc. Although this is not a rule everywhere it is common enough that we can guage crime. This can allow law enforcment to manage its resources better. As well as allow us to place helpful programs where they will be most beneficial.

Parent plus loans are for college students who have parents that can't afford to pay their child's tuition. Many students now days can't afford to go to school, and most parents don't set up education funds. These the people who these loans are designed for.

Minors are almost always included on their parent's health plans. If a parent can't afford health insurance coverage, the state will almost definitely cover the child.
