Please check your bill again. The highest series letter for the 1928 issue was "C"; you may be referring to the Federal Reserve District letter rather than the series letter which appears next to the date.

Chicago District
Circulated: $175 to $500 depending on the bill's condition
Uncirculated: $1800 or more
San Francisco District
$350-$1000 circulated, $3500 or more uncirculated.

If the issuing district is Atlanta, as of 07/2010 your bill is worth $40.-$65. in circulated condition, and at least $175 uncirculated.
For any other district, the price ranges are $22.-$45 circulated and a minimum of $70 uncirculated
Could be worth something especially if it has a star next to its serial number, depending on its condition and variety (signature combinations, variants, etc).
Series letters for 1928 US $20 bills only go up to C. You may be looking at the Federal Reserve indicator inside the bill's circular seal. The series letter, if any, is a a small letter located next to the date.

Please check your bill again and post a new, separate question. The last red-seal $20 bills were dated 1914. The 1928 series was printed with gold seals (gold certificates) and green seals (Federal Reserve Notes).

Please check your bill again. The last $20 silver certificates were printed in 1891. If it has a green seal, then as indicated by the banner across the top of the portrait the bill is a Federal Reserve Note. A red ink 5 dollar bill is currently worth about $20 is good condition or about $50 uncirculated

Your bill is actually called a Federal Reserve Note, like modern $20 bills, rather than "a bank note of Chicago". Chicago is simply the Federal Reserve District location that distributed the bill. There were no 1928 A $1 United States Notes printed, only 1928 "plain". If that's what you have it's worth $20 to $50 retail, depending on how worn it is.
