It translates from french to mean "the fiftieth", as it it is feminine (suggested by the 'la') it lets us make the assumption that it is to be played at a fiftieth wedding anniversary or as it says on my sheet music in brackets at a Golden Wedding anniversary. Much like the wedding waltz it is merely a vague hope by the composer that it will be played at such an event but also like the wedding waltz it has become a tradition to play it at such an event. So there isn't really a musical meaning of the music in La Cinqutaine, it was just composed by Gabriel-Marie with the idea of being played at a fiftieth wedding anniverary in his head; or it may have even been named afterwards.
