With parental consent, the youngest a person can be tattooed is 16 and that is universal across the entire US, not just North Carolina

That will be 18 years of age, the age of majority. Those 16 and 17 may be able to get married with parent consent. And a court order can sometimes be obtained.
You can legally move out at age 17, because you considered an adult then.
