He made the final decision to use the atomic bomb against Japan. He did so on the virtually unanimous advice of his advisors in order to force an end to World War II and save thousands of American military lives in the process. He directed that the bomb be used on military targets, although he recognized that there likely would be civilian casualties. He knew, however, that the Americans were already firebombing Japan and killing upwards of 100,000 people at a time--and, of course, did not know the full extent of what the atomic bomb would do, since it had never been used on an actual target. Truman acted knowing that because Japan's warlords refused to capitulate, American troops would have to invade the Japanese home islands at great cost in terms of both American and Japanese lives. Despite Truman's later statements, he found the decision difficult. Nevertheless, as with most of his other decisions, he never had second thoughts once he had made the decision.
