It would depend on the country, but in Australia meteorologists generally have a science degree majoring in maths and physics (fluid dynamics and the like) and then do a postgraduate diploma in meteorology.
There are a number of universities which offer a four-year degree in meteorology. Often, these courses are from the Dept. of Environmental and Biological Sciences, and you would need an interest in science in order to be successful. Meteorology is a fairly specific discipline so it's not as if you can major in chemistry and expect to be able to be trained to become a meteorologist. There are several pretty standard courses you need to have specific to meteorology, such as atmospheric dynamics, radar and satellite remote sensing, physical meteorology, synoptic meteorology, and hydrology. Either a school has it or they don't.
In general, you need a very strong background in math and physics, and it helps to be good with computers (be able to learn complicated software packages and be able to program).
