The first step, and arguably the most effective, would be to move back to Europe. Of course you could take responsibility in government and force your government to honor the treaties they signed; without honoring these treaties there will never be accord between these two cultures.

That may be one option, but since the majority of prejudice stems from the general public, it seems the logical step would be to begin where it starts - with those who are prejudiced. People need to realize ALL people ARE equal, regardless of their race or nationality. The prejudism, including that towards blacks, stems from ignorance and meanness. The ignorance can be helped, but I don't think there is much hope for meanness.
The government can say "We won't tolerate prejudice", but they really can't enforce it, nor can we "force" them to. So that really does leave it up to those of us who are not prejudiced to try to educate those who are.
