I think she found sam westing sleeping but the storey really only gives turtle's rendition of what happened so we aren't actually sure but from what they do tell us, whether it is really right, it says that turtle found him sleeping. Turtle Wexler did not kill Sam Westing. The whole setup of the game in "The Westing Game" was orchestrated by Sam Westing himself as a way to bring together and challenge his heirs in a complex mystery game. The conclusion of the story reveals the true identity and motivations of the characters.
