Homeland Security Directive 5 (HSPD-5) requires the establishment of the National Incident Management Assistance Teams (IMATs) and the utilization of the Incident Command System (ICS) for emergency management and response. It also emphasizes the importance of coordination and cooperation among all levels of government, as well as non-governmental organizations, in order to effectively prepare for and respond to incidents. Additionally, HSPD-5 emphasizes the need for a proactive approach to emergency management and the integration of all stakeholders in the planning process.
