If you are speaking of the clearance lights that are on the front and rear of the bus roof (one on each corner of the roof and 3 in the center, front and back) that would not be considered a MAJOR defect, but they should be repaired ASAP because they would not comply with state DMV regulations requiring ALL lights be operable. They would definitely not pass state inspection standards
