Because:

1 - The British Government was unsatisfied with the conditions of the Peace of Amiens and with the international situation which it seemed having established.

2 - It appeared evident that Napoleon was determined to shut by any means he had at disposal the British influence out of Continent.

3 - British efforts to negotiate a new commercial agreement were coldly repealed by France.

4 - The France maintained even if not directly but as a matter of fact the control over Antwerp and the Scheldt Estuary, which thing was considered, in the long run, unacceptable to Great Britain, because the British have been regarding that control as vital for them for centuries. Thus they would have accepted such control but only if it had been in hand of a minor, actually neutral, Power.

5 - The enduring controversy on the colonial matter, worsened by French preparations for an expedition to India in 1803 and the British refusal to evacuate Malta.

On May 16, 1803 France declared war on Great Britain.

They were both allied with Poland and when Nazi Germany Attacked Poland and started taking over Europe they chose to defend their nations. Also Hitler kept violating every agreement made. There was no negotiating with Germany at this point.
