Well for one, her husband cheated on her constantly, and most of her conflicts (granted she started them) were related to her attempting to take revenge of Zeus's mistresses and illegitimate children. Hera was always having arguments with Zeus and taking the opposite side.

Hera did cause chaos. For example, she literally threw Hephaestus(god of the forge and fire) out of Olympus because he sided with her husband, Zeus, in an argument. The only reason he was let back in was because he made useful for the gods.
