The first problem was that the new goverment could not settle disputes between states. The second problem was that foreign countries did not respect the nation. And the third was that the new goverment could not raise enough money
Well first off the government had no money for war and such because they couldn't tax the people. They had a monthly payment for every state, but the government had no way to enforce that law, being there was no judical branch established yet
