For the art side of games, software such as Maya, 3ds Max, XSI are used for the 3d models and animation.

- Java (e.g. for development aimed at the Android operating system)
- C++ (Omnipresent(All Platforms))
- .NET (primarily for development aimed at Windows operating systems)
- Adobe Flex (ActionScript and MXML) (for use with Flash Player or Adobe Air)
There are also a number of game engines, some of them free. Unity3D is an example for a powerful game engine. It can build games for Android, Flash, Windows and a number of other targets.

If you don't have such an environment, then you would need individual programs such as an editor to type the program, a compiler to convert things to intermediate computer code, and then a linker to convert that machine code into an executable file that works with the operating system. You might then need a resource editor to manage or include Windows-compatible resources inside with the file.
