Ten questions for the short form.

Synopsizing: How many people live there, what are their names, dates of birth, race, gender. Who owns or rents the place? What is your phone number? Who might only stay here sometimes? Who else didn't you mention?

Interestingly, question 8 asks exactly what type of Hispanic you are, and is quite specific about it. Then question 9 is all other races from African American to Asian, Pacific Islander, etc.

As always, you will be told that the Constitution mandates the government taking a census.

And as always, you will not be told that the Constitution does not mandate that they collect any other information besides the number of existing people there.

All the ones that say that they must be answered. But who is "they"? The US Constitution only requires an enumeration of the population. At first, the method of counting gave only free-person a full value and slaves and others a lesser value. This was later changed to give ALL persons an equal value in the enumeration of the population. This enumeration is given to the government for the purpose of determining the appropriate number of congressional representatives across the county. NO other questions are constitutionally authorized nor are the answers legally required. Even so, any false answers can lead to a fine limited to $100 or up to $1000 depending upon who answered the questions (such as an individual for a family, or an administrator of an institution or something other than a single family dwelling). However, the Census Bureau's site states: "It is constitutional to include questions in the decennial census beyond those concerning a simple count of the number of people. On numerous occasions, the courts have said the Constitution gives Congress the authority to collect statistics in the census. As early as 1870, the Supreme Court characterized as unquestionable the power of Congress to require both an enumeration and the collection of statistics in the census. The Legal Tender Cases, Tex.1870; 12 Wall., U.S., 457, 536, 20 L.Ed. 287. In 1901, a District Court said the Constitution's census clause (Art. 1, Sec. 2, Clause 3) is not limited to a headcount of the population and "does not prohibit the gathering of other statistics, if 'necessary and proper,' for the intelligent exercise of other powers enumerated in the constitution, and in such case there could be no objection to acquiring this information through the same machinery by which the population is enumerated." United States v. Moriarity, 106 F. 886, 891 (S.D.N.Y.1901)." So, refuse to answer at your own risk.
