It is difficult to say what exactly led to the genocide in Rwanda, as there isn't agreement as to what was the impetus for this genocide. One explanation given, which was popularised by Jared Diamond's book "Collapse" is that Rwanda's people were victims of a Malthusian crisis, meaning that the genocide happened because Rwanda was overpopulated which means that because of population pressure there is environmental degradation.
This argument goes that in a country with a rising population, where there is limited resources, pressure is being placed on the land, resulting in less fertile land, which means people have to start using marginal land for agriculture. This drains the soil from nutrients. The result of this is that valuable ecosystems are destroyed, soils become depleted and Natural Resources become overused. As a result of this people and the environment suffer which can then lead to societal collapse and an event like the Rwandan genocide.
However, not everybody agrees with Diamond's argument for what caused the Rwandan genocide. Some blame government policies which led to discontent among Rwandans. Others blame tribal conflict between the Hutus and Tutsis.

There were 2 groups of people in Rwanda the Tutsis and the Hutus. When the Belgians arrived, they thought that the country needed a leading group, so they put the Tutsis in charge. As there are more Hutu people than Tutsi people, at the election the Hutu government was voted in. On April 6th 1994, the president was flying into into Rwanda when his plane was shot down. He died, which caused the fighting between the Hutus and Tutsis. 800,000 Rwandans were killed in the 100 day fight, and two million people were refugees because of this.

The civil war and genocide only ended when the Tutsi-dominated rebel group, the RPF, defeated the Hutu perpetrator regime and President Paul Kagame took control.
The Tutsi were a tribe favored created by Belgian colonists; they were the people the Belgians saw as the most hardworking, so they were given better jobs and opportunities than the Hutus, which were the people the Belgians didn't like as much and the people that were given working jobs. The Hutus envied and became jealous of them and finally exacted revenge on them through the genocide after Belgians no longer ruled the country. One of the things that made the genocide so terrible was that most people that were Hutus were friends with the Tutsis they were ordered to kill, because many of the divisions between the two tribes had disappeared. Only the Interhamwe, the extremist Hutu army, still hated Tutsis.
